The Littleton/Englewood WWTP operates from a variety of permits which are issued by the Colorado Department of Public Health and Environment (CDPH&E). The Water Quality Control Division issues the surface water permit that allows the plant to discharge treated water into the South Platte River segment 14 of the Upper South Platte River Basin. The permit contains pollutant limits based on stream standards and low flow conditions. The South Platte River is regulated under Regulation 38.

The Water quality Control Division also issues the Colorado Storm Water Permit. It contains requirements for managing possible pollutant run off from industrial activities at the plant. Best Management Practices (BMP) are put into place to help control these potential sources which can contain possible contaminants that may end up in the river via the storm drain system. A Stormwater Management Plan (SWMP) is the document developed for this purpose. Littleton/Englewood is required to conduct quarterly inspections of the facility to assure BMPs are being followed. In addition four visual samples are required per year during a precipitation event to see if anything other than normal storm water run off is being washed out of the system.

The Air Quality Control Division  of the CDPH&E issues the plant an air permit. The Division refers to them as Construction permits. The Construction Permit Unit issues construction permits to commercial and industrial air pollution sources in Colorado in order to ensure compliance with air quality regulations. The regulations are designed to protect the public's health and welfare and to maintain ambient air quality standards. Approximately 1,500 construction permit applications are processed each year.
